Pro vs PPU vs Fabric F64 — the short version
Power BI Pro is the per-user default: everyone who builds or views content in shared capacity needs one. Premium Per User adds larger models, more frequent refreshes and advanced features — per seat. Fabric F64 changes the economics above a threshold: on an F64 (or larger) capacity, free-licensed users can view content, so you pay for capacity plus a Pro licence only for the people who publish.
The decision is a headcount question. With few users, Pro is cheapest. As the number of read-only consumers grows, the fixed cost of an F64 capacity — with free viewing — overtakes paying Pro for everyone. The calculator shows the crossover for your split.
