Introduction

Choosing a Power BI licence used to be simple: small team → Pro, advanced features → PPU, large enterprise → Premium capacity. In 2026 it is more nuanced.

Microsoft has moved its capacity strategy toward Microsoft Fabric — Fabric capacity is now the primary capacity-based option for new customers, and Microsoft recommends considering Fabric capacity rather than the older Power BI Premium P SKUs. The per-user prices, meanwhile, stay simple: Power BI Pro at $14/user/month and Premium Per User (PPU) at $24/user/month. These are current US list prices for annual billing; actual pricing varies by country, currency, agreement and commercial terms.

The interesting question is not "which licence is cheaper?" — it is "at what number of users does each model become financially and technically sensible?" Let us break it down.

The three models you need to understand

For most organisations there are effectively three choices: Power BI Pro, Power BI Premium Per User (PPU), and Fabric capacity — particularly F64 and above for broad Power BI consumption without individual paid licences.

There is also Power BI Embedded for customer-facing applications, but that is a different licensing scenario and should not be mixed into a normal internal BI comparison.

Power BI Pro — $14 per user per month

Pro remains the default for many organisations — $14/user/month, roughly $168/user/year. It covers creating, publishing and sharing reports, collaboration, consuming shared content, building semantic models and working within workspaces. Microsoft describes Pro as the per-user licence for publishing, sharing and collaboration.

The maths is easy: 50 users cost 50 × $14 × 12 = $8,400/year; 100 users, $16,800/year; 250 users, $42,000/year. That makes Pro very attractive for small and medium BI deployments.

Power BI Premium Per User — $24 per user per month

PPU is essentially Pro plus Premium capabilities on a per-user basis — $24/user/month, roughly $288/user/year. It adds larger models (Microsoft lists a 100 GB model memory limit) and more frequent refreshes (up to 48 per day), plus advanced AI, advanced dataflows, XMLA read/write and deployment pipelines.

There is an important catch: if a workspace uses PPU, users accessing that content generally need a PPU licence too — Microsoft explicitly notes that users without PPU cannot consume content in a PPU workspace. That makes PPU excellent for a small group of advanced BI users, but potentially expensive across a large organisation.

Fabric capacity — the 2026 enterprise alternative

Fabric uses a capacity-based model with SKUs from F2 up to F1024. F64 corresponds to the capacity level historically associated with Power BI Premium P1. Crucially, Fabric capacity is not simply "Premium under a new name" — it provides a shared pool of compute for Power BI, Data Engineering, Data Factory, Data Warehouse, Real-Time Intelligence, Data Science, AI workloads and OneLake. That can fundamentally change the ROI calculation.

Microsoft’s current US Azure pricing lists F64 at approximately $8,409.60/month pay-as-you-go, varying by region and arrangement. A 1- or 3-year reservation reduces that by roughly 41% versus pay-as-you-go — an illustrative reserved price of about $5,002.67/month for F64. That is what makes the comparison interesting.

The real breakeven points

Pro vs PPU. The difference is $10/user/month, so PPU costs about 71% more than Pro per user. PPU is not meant to win on price — it wins when the Premium capabilities justify the extra $10. For 100 users, Pro is $16,800/year and PPU is $28,800/year — $12,000/year more. If only 10 of those 100 need Premium features, giving PPU to all 100 is hard to justify.

A better strategy — mix Pro and PPU. For a 100-person organisation, 90 Pro ($1,260/month) + 10 PPU ($240/month) = $1,500/month, versus $2,400/month for all-PPU. That saves $900/month, or $10,800/year — usually the better approach when only a subset need Premium.

Pro vs F64. At the illustrative PAYG price, $8,409.60 ÷ $14 ≈ 601 users. So on licence cost alone, around 600 Pro users is where F64 starts to look comparable — but that is not a signal to auto-buy F64 at 600 users, because capacity is not simply a replacement for 600 Pro licences.

Why 600 is not the whole story. With F64 and above, users with free Power BI licences can consume content hosted in the capacity, under the applicable scenario. Imagine 50 report creators and 2,000 consumers: a pure Pro model could need thousands of paid licences, while capacity concentrates the spend into shared compute and allows broad consumption.

F64 vs PPU. $8,409.60 ÷ $24 ≈ 350 users — so about 350 PPU users ≈ F64 PAYG on monthly licence cost. Again, F64 also provides shared Fabric compute, whereas PPU is per-user only.

Reservation moves the line earlier. At ~$5,002.67/month reserved: versus Pro, ÷ $14 ≈ 358 users; versus PPU, ÷ $24 ≈ 209 users — attractive much sooner, but only with a predictable workload that can use the broader Fabric capabilities.

But do you actually need Fabric?

This is where organisations make an expensive mistake — they see 600 users and conclude "we should buy F64." Not necessarily. If you only need Power BI, with straightforward datasets and no Fabric workloads, the economics may still favour Pro or PPU.

But if you also need Lakehouse, Data Warehouse, Data Engineering, Data Factory, OneLake, Data Science, Real-Time Analytics or AI, the capacity is doing far more than powering Power BI. Then the comparison is not "Power BI licence cost" but "Power BI plus data-platform infrastructure cost" — a very different result.

Think total cost of ownership, not just licence price. A proper calculation includes user licences (Pro/PPU), capacity (the Fabric F SKU), the wider data platform (Azure/Fabric/storage/integration), administration, BI development, governance, capacity monitoring and optimisation, and any external users consuming reports. The cheapest licence is not necessarily the cheapest architecture.

The hidden advantage of capacity. One Fabric capacity can support multiple workloads — Data Engineering, Data Warehouse, Power BI, Data Science and Real-Time Analytics on a shared compute layer. So the question shifts from "what does Power BI cost per user?" to "what would it cost to build and operate all these capabilities separately?" — a far more strategic way to evaluate Fabric.

When to choose each — a simple framework

Choose Pro for a relatively small number of users on standard BI, manageable models, no advanced Premium needs, sharing mainly between licensed users, and no enterprise Fabric workloads. Typical sweet spot: 10–200 users.

Choose PPU for a smaller population of advanced users needing large models, frequent refreshes and Premium capabilities — analysts, BI developers, power users. For example, 30 advanced users at $24 = $720/month, far cheaper than an F64 purely to give Premium features to a small group.

Consider Fabric F64 with hundreds of Power BI users, a large consumer population, enterprise reporting, large semantic models, high concurrency, multiple business units, Fabric workloads, centralised data engineering, lakehouse/warehouse needs, and a wish to separate creators from consumers. The value is strongest when many users consume reports but few create them.

A worked example — 50 creators + 2,000 consumers. If all 2,050 need Pro: 2,050 × $14 = $28,700/month ($344,400/year). An F64 at the illustrative PAYG price is ~$8,410/month (~$100,915/year) — a substantial difference. But this only holds if your architecture and usage qualify for the capacity-based consumption model and F64 is sized for the workload. Microsoft states F64 and above can allow consumption without paid per-user licences under the applicable scenario.

The biggest mistake, and the 2026 cost formula

The most common mistake is not choosing Pro over PPU — it is calculating licensing based only on the number of report developers. Calculate on creators + collaborators + consumers + external users + workload requirements. "20 developers + 1,000 consumers" is a very different problem from "500 analysts + 500 consumers" — the first makes capacity extremely attractive; the second needs a closer look at user licensing and capacity utilisation.

A simple starting formula: Pro total = Pro users × $14 × 12; PPU total = PPU users × $24 × 12; Capacity total = Fabric capacity + required user licences + supporting data-platform costs. That third line matters — do not compare F64 against Pro without accounting for the licences still needed for authors and the wider Fabric architecture. Always validate the final commercial price against Microsoft’s regional pricing and your Microsoft agreement.
